Instantiating the Module

In NOAH 3 a module is required to connect to Noah as soon as possible after being launched.  This does not apply to Noah 4 modules. Noah 4 modules do not have to instantiate the ModuleAPI component and connect to Noah until required by the module. However the module will not be able to receive any events from Noah until it is connected.
